Eastern Municipal Water District The mission of Eastern Municipal Water District is to provide safe and reliable water and wastewater services to our community in an economical, efficient and responsible manner, now, and in the future. EMWD has matured from a small, primarily agricultural-serving agency, to one whose major demands come from domestic customers. The population within the current 555 square mile service area is approximately 630,000.
